Why not regenerate Shrub Hill station?

Sir - The proposal to expand Foregate Street station may not be the best course of action because of congestion in town.
Why not regenerate Shrub Hill Station, and the Shrub Hill district generally, provide lots more parking and demolish Elgar House as a bonus?
I know we talk about creating a new station at Norton but let's face it, Worcester is too cheapskate and third rate ever to do something that imaginative and costly.
